As Artificial Intelligence (AI) rapidly consumes academic research, media attention, and budgets in the private sector and the public arena, leaders across a spectrum of fields have begun to articulate the boundaries, rules, and restrictions associated with this new technology. As with all nascent technologies, AI spans the realms of computer science, public and private financing, and the role it will play in our everyday lives. Recently, leaders from three comparatively different areas addressed the role of AI in society. Mark Zuckerberg, founder, Chairman, and Chief Executive Officer of Meta; Marc Andreessen, CEO of Andreessen Horowitz; and Pope Leo XIV, head of the Catholic Church, used their influence to address a wider audience and to position their personal status on this important issue. Exploring their perspectives reveals potential societal benefits and risks, such as impacts on privacy, employment, and ethical norms, which are crucial for informed policy debates.
Although relatively new proclamations on technology, these statements are not the first to address technology’s effects on humanity. In 1939, Albert Einstein famously encouraged Roosevelt to secure uranium supplies and develop nuclear research in reaction to Nazi Germany’s advancements; a statement that he deeply regretted, calling it the “one great mistake of my life.” John Perry Barlow’s “A Declaration of the Independence of Cyberspace” was a warning against the internet; Unabomber, Ted Kacszynski’s “Industrial Society and its future” argued that the Industrial Revolution and modern technology would destroy human freedom and local autonomy, and; “Why the Future Doesn’t Need Us” by Sun Microsystems co-founder Bill Joy warned that genetics, nanotechnology, and robotics pose existential risks to humanity, directly citing Kaczynski’s logic. Recently, three pivotal figures in the world of technology and religion have articulated their personal beliefs about the development of AI and argued that world leaders should shape policies governing its implementation.
A manifesto is best described as a public statement outlining the core beliefs, goals, and plans for change by an individual, group, or political party. The purpose of a manifesto is not only to disseminate a viewpoint but to rally support and declare an intentional path towards the future. Manifestos are often the first public statement of a movement or are published in response to a social or political event. Composed by leaders of a specific field, they speak for the collective rather than the individual, in both voice and identity. This presupposes that collective knowledge of the situation may embrace a stance of ‘them versus us’, ‘good versus evil’, or ‘right versus wrong’. Recognizing how political, technological, or religious manifestos shape societal perceptions can inform policy discussions about the influence of different ideological frameworks on AI governance and ethics.
Marc Andreessen is an American inventor, entrepreneur, and technology investor. He rose to fame as the co-founder of Mosaic and later Netscape. Since selling these companies, Andreessen has become a technology investor, founding Andreessen Horowitz, a venture capital firm focused on early-stage startups and established growth companies across sectors including enterprise software, cryptocurrencies, fintech, and security. Andreessen has been a vocal advocate for the technology industry and has authored several public statements that espouse the positive use of technology, namely, that technology is a fundamental engine of human civilization and economic growth. Institutional caution and government regulation, according to Andreessen, are viewed as dangerous forms of civilizational stagnation. In a 2011 Wall Street Journal article, “Why Software is Eating the World,” Andreessen stated that software companies will upend traditional industries, due to high-speed internet access and cheap cloud tools.
The effect of this disruptive technology will be market shifts: software companies will be more valuable than traditional industries, companies will move away from physical labor to embrace automation, and these changes will be seen globally. In 2020, Andreessen’s article, “It’s Time to Build,” focused on regulation as an inhibitor of technology’s progress. As with his previous articles, Andreessen sees technology as a force for good and optimism. Objecting to or controlling technology, according to Andreessen, will lead to complacency and stagnation. In 2023, he wrote his manifesto, “The Technology Optimist,” which distills his previous two articles. In this document, Andreessen defends technological advancement as central to economic and human development. At the center of this progress is AI, which is seen as a tool for human development.
Technological advancement is a driver of productivity and, in turn, the central mechanism for improving standards of living. Andreessen sees AI as fundamental to any technological advancement. Unlike previous technologies that amplified physical power, communication, transportation, or computation, AI amplifies the human capacity to reason, discover, design, diagnose, and solve problems. To him, AIhelps solve problems, making intelligence cheaper and more abundant. As such, AI will accelerate problem solving across medicine, science, engineering, education, and the arts. For Andreessen, inhibiting AI’s development has moral implications, since “any deceleration of AI will cost lives” and inevitably be “a form of murder.” The main agency that would inhibit AI’s development, which he calls “the enemy,” is not a specific individual but intellectual frameworks that privilege caution, limit development, and create regulations that enforce technological restraint, including governments, bureaucracies, businesses, and individuals who support the application of ethics and risk management to AI. Technological pessimism, according to Andreessen, treats humans as passive recipients of technological change, rather than designers who can invent, modify, redirect, and improve technologies.
“The Future Is for Everyone: The Path to a Positive AI Future” is a technology manifesto by Meta CEO Mark Zuckerberg. In his manifesto, Zuckerberg argues that superintelligence should be broadly distributed to individuals rather than concentrated in a handful of corporations or governments. According to Zuckerberg, people should be able to utilize AI to create a “good life” for themselves. Namely, individuals can use AI to create businesses, make art, educate themselves, and improve their health. He imagines individuals having persistent agents that understand their objectives, preferences, circumstances, and history and continually work on their behalf. Like Andreessen, Zuckerberg is an AI/technology optimist. Zuckerberg sees the adoption of AI as having positive attributes for human development, leading to “more people sharing greater prosperity, health, and freedom.” He shapes this view from a historical perspective, showing that industrialization, computing, and other technological revolutions have expanded human capabilities and raised living standards. For Zuckerberg, the threat to this development is the concentration of power of this technology into the hands of a few companies and governments. Open-source models act as a system of checks and balances against a single entity controlling the means of production. Much of what Zuckerberg professes aligns with Meta’s strategic goals. Meta possesses global distribution, wants to revive open-weight frontier models, is spending heavily on infrastructure, and wants personal AI integrated into its platforms and devices. Furthermore, Meta recently announced a $1 billion Future is For Everyone fund aimed at communities hosting data centers.
In contrast, Pope Leo XIV’s first encyclical, Magnifica Humanitas (“On Safeguarding the Human Person in the Time of Artificial Intelligence”), views the development of AI as secondary to the development of the human person. For Leo, human dignity is paramount to technological productivity, wealth, social usefulness, and technological enhancement. Nevertheless, Pope Leo doesn’t see AI as evil; rather, he views it as a tool that can contribute substantially to human flourishing. For him, the problem arises when technological development becomes detached from moral judgment. This arises when we cannot understand who creates the technology and for what purpose it is being built. One of the encyclical’s strongest concerns is that AI may concentrate economic and political power in a relatively small number of institutions. Like Zuckerberg, Magnifica Humanitas emphasizes that AI should benefit society rather than “a privileged few.” In other words, workexists for the human person rather than the human person existing for economic production. Magnifica Humanitas argues that AI should enlarge the possibilities for human flourishing without becoming the standard by which humanity itself is valued. It’s not whether machines will become sufficiently intelligent to resemble human beings; it’s whether humans will value AI efficiency over dignity, optimization over wisdom, productivity over relationships, and information over truth.
These three manifestos are the first deliberate attempts to define how society should manage and utilize AI. Traditionally, governments and international agencies set policies and procedures governing the application and adoption of AI, with jurisdiction over the production and use of AI tools. As it stands today, the AI regulatory landscape ranges from comprehensive AI statutes to sector-specific rules and largely voluntary governance frameworks. The EU Artificial Intelligence Act established a horizontal, risk-based system covering prohibited practices, high-risk systems, transparency requirements and general-purpose AI. Unlike the EU, the United States has relied heavily on sectoral and state regulation. China has created a dense set of binding rules for specific AI technologies and services, while countries such as Japan and Singapore have favored lighter-touch governance. There has been substantial international convergence on the principles that should govern AI, but considerably less agreement on how to translate those principles into binding law. UNESCO’s Recommendation on the Ethics of Artificial Intelligence established a human-rights-centered framework emphasizing human dignity, fairness, transparency, accountability, privacy, human oversight, and nondiscrimination. However, there is little consensus on which AI applications should be prohibited; how “high-risk AI” should be defined; what sanctions should apply; and the extent to which regulation should not unduly inhibit innovation. This has allowed industry and social leaders to vet their opinions on what the future should look like and influence those in power to adopt systems that favor their viewpoints.
